The Government of the Church The Bible Methodist Church is essentially democratic in government with basic similarities to the government of the United States at the general, conference, and local church levels. The four-year general conference is composed of an equal number of ministerial and lay delegates. Sessions of the annual conferences are likewise composed of an equal number of ministerial and lay delegates elected by the churches of a given conference. Local churches are largely congregational with final conference approval of pastoral appointments.
